To Enable RMA in Magento 2, follow these steps,

Step 1. Go to the Admin sidebar.

Step 2. Select Stores > Settings > Configuration.

Step 3. Expand the Sales section and select Sales.

Step 5. Set Enable RMA on Storefront to Yes.
